Call for Expertise Specialist Task Force STF 604 (TC HF) on Extension of User-centred terminology for existing and upcoming ICT devices, services and applications

ETSI is releasing this Call for Expertise (CfE) to select Companies or Organizations (hereinafter referred as “applicants”) to perform the tasks assigned to Specialist Task Force (STF) 604, as defined in the Terms of Reference (ToR) of Annex A.

The goal of this CfE is to receive proposals from applicants having the necessary competence to perform all or part of the tasks described in the STF ToR and agree with them on the most efficient approach to achieve the objective defined therein.

Applications should be made using the WEB application on the ETSI Portal at the following address: https://portal.etsi.org/stf/OpenCallForExperts by clicking on "apply now". In the download/upload part applying candidates can find and download the following Annexes:

•     Annex B with the requested information to be provided including the overview of the expertise and competences that can be provided, the proposed methodology for the execution of the tasks, the availability to share the work with other applicants and detailed pricing information.

•     Annex C with the Terms and Conditions to submit proposals.

•     Annex D with the list of contacts for additional information.

Note: Access to the above Annexes will only be granted to applying candidates.

Proposals must be submitted before 10 February 2021.

Non-ETSI Members are entitled to answer this CfE, with the support of an ETSI Member (including Observers and Associate members).  In this case, the proposal must be submitted by the Official Contact of the ETSI Member.

As soon as possible after the deadline, the Reference Body Officials and the ETSI Secretariat will draw up a short list of potentially suitable applications.  The representatives of the pre-selected applicants will be invited to present and discuss their proposal with ETSI.

A meeting to discuss and finalize the proposals will be held (date tbd). After this meeting, ETSI will make the final decision on the assignment of the contracts.

The event, broadcasted on TelecomTV on 24-25 November 2020 will offer a series of presentations, panels and Live Q&A sessions with expert speakers and panellists.

Invitation to the fourth NG112 Emergency Communications remote Plugtests event, 22 February-5 March 2021

ETSI is pleased to invite you to the fourth NG112 Emergency Communications PlugtestsTM event which will be held remotely from 22nd February to 5th March 2021. This Plugtests event is organized by ETSI in cooperation with the European Emergency Number Association (EENA) and NENA: The 9-1-1 Association, with the support of ETSI SC EMTEL. The event will include a joint international testing exercise in conjunction with NENA’s Next Generation 9-1-1 Industry Collaboration Event (ICE 9).

What are the objectives and scope?

The goal of interoperability testing is to verify the common understanding of the standards and to check that implementations of the standards can work together and provide the functionalities specified in the standards.

The ICE 9 and NG112 Emergency Communications Plugtests events will focus on the testing of emergency communications sessions (ECS) routing across international borders. ECS’s may contain voice, images, video, and/or text.

The testing campaign will be based on the use cases developed by ETSI, EENA and NENA and is a unique chance for vendors of emergency communication equipment to test their product against different implementations and scenarios.

The event is free of charge and is open to both ETSI members and non-members. All companies willing to participate in the intercontinental testing, ICE 9 participants included, are invited to register for the fourth NG112 Emergency Communications Plugtests event.

Call for technical expertise to prepare and conduct the NG eCall 2020 PlugtestsTM Event - 26 October to 6 November 2020

ETSI is organizing, with the support of the European Commission, EFTA Secretariat, ETSI TC MSG, sAFE 112 project and EENA, the NG eCall 2020 PlugtestsTM event taking place remotely from 26 October to 6 November 2020.
 
Interoperability and NG eCall service harmonization are critical challenges to be taken into account for the successful deployment and operation of the NG eCall service.

The Remote NG eCall Plugtests 2020 event will have a specific focus on the interoperability of Next Generation eCall (NG eCall) systems or eCall over Long Term Evolution (LTE), based on the interoperability test descriptions defined in ETSI TS 103 683.
 
In Vehicle System (IVS) and Public Safety Answering Points (PSAP) vendors are invited to join the event. The event will make use of the ETSI HIVE interoperability platform and services, enabling efficient communication and coordination between the participants, connected from remote locations. Regular debriefing sessions will be held where experts can answer technical questions or help resolve interoperability issues.
 
ETSI is looking for one or more technical experts to prepare and support the event online.
 
Typical tasks to be performed by the expert(s) are:

  • development of a selection of interoperability tests;
  • scheduling of test sessions for the event;
  • participation in conference calls;
  • technical support during the event, e.g. for questions relating to the test specification;
  • assisting with the production of the Plugtests report;
  • managing the test result reporting and evaluation.

The skills required include an expert knowledge of the NG eCall High Level Application Protocol (HLAP). Ideally, the applicant(s) should be familiar with the ETSI interoperability testing methodology. Working experience in interoperability testing as well as technical aspects surrounding the organization of interoperability events would be an advantage.

ETSI Work Programme 2020-2021 brochure is now published. 

As we have already seen this year, the need for effective virtual collaboration between individuals and teams has never been keener. Our own operational processes had to shift to respond to the devastating societal impact of the coronavirus which has imposed profound challenges on every organization. The ETSI Work Programme 2020-2021 provides an overview of ETSI’s current activities and for those in the coming year. 

This document highlights some of the technical areas attracting the attention of our members - new groups created, including new networking protocols (Non-IP networking), 5th generation fixed networks and the security of Artificial Intelligence-based systems. To help tackle the pandemic, we launched the ISG E4P, Europe for Privacy-Preserving Pandemic Protection, to develop specifications to ensure the interoperability of Covid-19 tracing applications throughout Europe.

Our Work Programme also covers radio technologies and systems, cybersecurity for consumer IoT devices and distributed ledgers. We have also developed specifications for the new generation of the smart secure platform offering an open platform for multiple applications, physical interfaces and form factors to adapt to market needs, IoT and biometrics. Other key standards include a framework enabling multi-vendor ecosystem for industry and consumers specified by the Augmented Reality Framework ISG and two major specifications for emergency calls, Next Generation 112 and Advanced Mobile Location developed by our Emergency Communications committee. 

The document covers our work following the cluster format and although the work programme is constantly evolving, the new version is available online via our database so that the latest situation is always provided to the reader. It contains full details of all upcoming standardization deliverables.

Establishment of a new Industry Specification Group (ISG) on “Europe for Privacy-Preserving Pandemic Protection” (ISG E4P)​

ISG E4P aims to:

  • Develop a consistent set of specifications for proximity tracing systems, to enable the development of applications and platforms, and to facilitate international interoperability.
     
  • Provide a standards framework that encompasses existing solutions and approaches and allows for eventual region-specific implementations within that framework.

ISG E4P on the Portal

The Terms of Reference (Annex A of the present CL), the ISG Agreements and the current list of ISG E4P Members and Participants are available from the ISG E4P General Information section of the ETSI Portal.

As with all ISGs, information on the Work Programme and future meeting dates are available to all ETSI members on the ETSI Portal, and all published Group Reports (GR) and Group Specifications (GS) are available for download by the public free of charge.

ISG E4P Participation

Participation in the ISG E4P is subject to signing the relevant ISG E4P Agreement.

ISG ETI aims to: 

  • Define requirements and identify use cases of ETI techniques to mitigate against threats to networks and users arising from the deployment of encrypted traffic.
     
  • Frame the security concerns arising from widespread adoption of encryption by default in networks.

Invitation to the 2nd C-V2X Plugtests™ remote event, 20-31 July 2020

ETSI, in partnership with 5GAA, is pleased to invite you to the 2nd C‑V2X Plugtests™ event which will be held remotely from 20 to 31 July 2020.

C-V2X (Cellular Vehicle-to-Everything) is an Intelligent Transport System service using mobile communication technology for direct communication as well as network communication between vehicles, from vehicle to pedestrian and from vehicle to infrastructure.

 What are the objectives and scope?

The 2nd C-V2X Plugtests event will enable ITS stations and PKI vendors to run interoperability test sessions to assess the level of interoperability of their implementation and validate the understanding of the ITS security standards.

The goal of interoperability testing is to check that implementations of devices with different form factors can work together and provide the functionalities specified in the standards. This edition of the Plugtests event will focus on testing ITS Security features (EU ITS Security Policy and EU ITS Certificate Policy) in order to support industry in the C-ITS deployment in the common single European trust domain as defined by the European Commission in the Release 1 of the document "Security Policy & Governance Framework for Deployment and Operation of European Cooperative Intelligent Transport Systems (C‑ITS)". A test plan based on the interoperability test specification for ITS security ETSI TS 103 600 v1.1.1 will be used for this event. 

This is a unique chance for solution providers to maximize the effectiveness of their ITS solutions in test environments. Additionally, ETSI CTI (Centre for Testing and Interoperability) will provide a test system to test the conformance of secured ITS-S and PKI implementations.

The event is free of charge and is open to both ETSI members and non-members.

Call for technical expertise to prepare and support the 5th MCX PlugtestsTM remote event

ETSI, with the support of the European Commission, EFTA, TCCA and UIC, is organizing the fifth MCX Plugtests event taking place remotely from 21 September to 02 October 2020. 

The goal of the MCX Plugtests event is to validate the interoperability of a variety of implementations using different test scenarios based on 3GPP Mission Critical Services. 

Interoperability and Mission Critical service harmonization are critical challenges for the successful deployment and operation of Mission Critical Communication. 

ETSI is looking for one or more technical experts to prepare and support the remote event. 

Typical tasks to be performed by the expert(s) are: 

  • development of a selection of interoperability tests; 
  • scheduling of test sessions for the event; 
  • technical support during the event, e.g. for questions relating to the test specification, test results, etc.; 
  • managing the test result reporting and evaluation. 

The skills required include an expert knowledge of the 3GPP Mission Critical Services and standards (3GPP TS 22.179, 3GPP TS 23.179, 3GPP TS 23.379, 3GPP TS 23.280, 3GPP TS 23.281, 3GPP TS 23.282, IETF RFC 3261) and ETSI TS 103 564. Ideally, the applicant(s) should be familiar with the ETSI interoperability testing methodology. Working experience in interoperability testing as well as technical aspects surrounding the organization of interoperability events would be an advantage.
