An Airwave Exit Manager is required by the Home Office to plan and manage a project to facilitate an orderly exit from the Airwave service to the Emergency Services Network (ESN), the new communications network for the working with police, fire and ambulance. You will work closely with Home Office, Firelink and Ambulance Radio Programme teams, the ESMCP transition team, Scottish and Welsh Governments and other stakeholders in order to develop the plan and activities required for a successful Airwave exit.

The role will ensure fit for purpose model Regional Exit Plans (mREPs) are developed in accordance with the Exit Frameworks of the Blue Light Communities Airwave contracts and can be developed into functioning exit plans for each ESMCP transition region.

It is required that all people working on ESMCP perform their roles according to the overarching principles and ways of working with suppliers and customers, and in line with the collaborative behaviours framework.

Responsibilities
The post holder will report to Head of Live Services / Airwave Portfolio Lead within the Live Services team, will be accountable for their own work and have responsibility for the following;

  • Understand technical and operational aspects of the existing Airwave network and service, build up an understanding of transition timelines, transferrable and non-transferrable assets in order to develop the necessary plans for Airwave Exit
  • Develop a strong understanding of the commercial provisions relating to Exit in the national police, fire and ambulance contracts
  • Develop and drive the Exit project plans in consultation with stakeholders and report through the governance structure which comprises of an Airwave Steering Group and Airwave Exit Working Group
  • Accountability for the project management of the Airwave Exit Plans, including model Regional Exit Plans and individual Regional Exit Plans, and undertake analysis into existing exit and transition plans and identify gaps that will need to be covered with the Exit Plans
  • Develop work packages and products that support Airwave Exit which includes documentation, readiness plans and user workshops on Exit
  • Monitor and report progress against plans and manage and resolve any risks, issues, dependencies or concerns and any blockers for delivery of a successful Airwave Exit
  • Collaborative working with ESMCP Transition team and Airwave supplier to ensure the design, development and timely implementation of fully effective Airwave Exit Plans that can be delivered within minimal disruption to Airwave or ESN service
  • Management of Airwave to ensure network decommissioning post National Shut Down
  • Working with the 3ES and their Sponsoring Departments to identify and manage dependencies, risks and issues which could affect the successful implementation of Airwave Exit
  • Engagement with user organisations, Firelink, Ambulance Radio Programme and devolved government to understand all potential risks and issues associated with exit from Airwave

Technical skills
We'll assess you against these technical skills during the selection process:

  • Demonstrable experience of planning and delivering ICT projects, including the development of plans, risk assessment, estimation of cost and resource requirements and agreement of these plans with governance bodies
  • Demonstrable experience in Exit Management, particularly in a related field
  • The ability to build effective working relationships in a complex multi-stakeholder environment and demonstrable experience of delivering ICT projects successfully in such environments
  • An understanding of the Airwave network and interworking solution with ESN
  • An understanding of the communications solutions used by the Emergency Services
