An annual report from the U.K. Infrastructure and Projects Authority gave the Home Office Emergency Services Mobile Communications Program (ESMCP) a “red” delivery of confidence assessment (DCA).
A red rating means successful delivery of the project appears to be unachievable. There are major issues with project definition, schedule, budget, quality and/or benefits delivery, which at this stage do not appear to be manageable or resolvable. The project may need rescoping and/or its overall viability reassessed, the report said.
A report from the Home Office with a revised timeline and budget for the Emergency Service Network (ESN) should be available by end-July.
The Infrastructure and Projects Authority rated 133 projects with a comparison of past ratings from previous annual reports. The ESMCP has garnered amber and amber/red ratings each year since 2013. Amber ratings — meaning successful delivery appears feasible but significant issues exist requiring management attention but appear resolvable at this stage — were given in 2015 – 2017. The amber/red rating was given in 2014 and means successful delivery is in doubt, and major risks or issues appear in key areas.
2018 is the first year for a red rating for ESMCP. The full report is here.
