British APCO Chief Operating Officer

Duncan Swan joined British APCO as Chief Operating Officer in March 2022, following his retirement as a Director at UK IT advisory firm Mason Advisory. He brings more than 40 years’ experience in public safety technology, spanning communications, mobile technology and strategic consultancy.

Duncan began his career with Philips Communication Systems before moving into consultancy in 1995, initially with Mason Communications and subsequently Mason Advisory. Throughout his career, he has provided strategic and technical expertise on major assignments involving mobile communications and associated technologies for public safety organisations in the UK and internationally. Most recently, he led the Mason Advisory team providing professional services to the UK Home Office Emergency Services Mobile Communications Programme.

Duncan has a long-standing association with British APCO, dating back to 1998, when he became an active member and joined the Commercial Advisory Group (CAG). He chaired the CAG from May 2000 to April 2004, during which time he helped strengthen and redefine the role of commercial members within the Association.

In 2005, Duncan received the inaugural Gareth Wilkinson Memorial Award, recognising his outstanding leadership and contribution to the development of British APCO, together with his personal commitment to the Association’s ideals and purpose. In March 2017, he was awarded Life Membership, British APCO’s highest honour.

A regular conference speaker and contributor to industry journals, Duncan has also served as an editorial adviser and remains actively engaged with the public safety technology community. He is a Fellow of the Institution of Engineering and Technology (IET).
